Welcome AddressWelcome to REM™ Asia Keynote AddressTze-Luen Alan Lin, Deputy Executive Director, Office of Energy and Carbon Reduction, Executive Yuan, Taiwan, R.O.C. Tze-Luen Alan Lin is Associate Professor in the Department of Political Science and Graduate Institute of Public Affairs at the National Taiwan University. Since 2016, he also serves as Deputy Executive Director, Office of Energy and Carbon Reduction at the Executive Yuan(Premier’s Office), Taiwan. He is one of the leading forces in the administration to plan and implement renewable energy targets and carbon reduction efforts, helping to coordinate the different ministries and agencies involved. For over a decade, Dr. Lin has attended the United Nations Climate Change Conference (UNFCCC) as an observer/advisor, and has been a leading advocate for local/urban actions on energy transition, climate action and sustainable development. His research interests focus broadly on the realms of global environmental politics, energy and climate policy, citizen participation, deliberative democracy, and urban governance. New Clean Energy Procurement OptionsOver the last year, a handful of new clean energy procurement models have emerged in Asia. This session will cover the development of Malaysia's Green Tariff option, Green Energy Option Program in the Philippines, and direct power purchase agreements (DPPAs) in Vietnam. The panel will also discuss recent developments in South Korea. Exploring Market Boundaries in Southeast AsiaMarket boundaries can create both obstacles and opportunities for corporate renewable energy buyers. For example, demand for renewable energy in Singapore exceeds supply, which limits the availability of renewable energy and significantly increases pricing. CDP and RE100 market boundary criteria currently require consumption in Singapore to be matched with in-country production, and this can represent a significant barrier for companies with 100% renewable energy targets. By contrast, a local standard has recently been introduced in Singapore; it provides additional guidance on renewable energy procurement, and it introduces a more flexible market boundary.
